Kovács Gábor hármas célt tűzött ki a KOGART elé a 2004-es alapításkor: a magyar művészet, elsősorban a kortárs képzőművészet népszerűsítését itthon és külföldön, a legfiatalabb művésznemzedék támogatását kiállítások, ösztöndíjak, műtárgyvásárlás útján és egy olyan alapítványi gyűjtemény létrehozását, amely történeti igénnyel reprezentálja a magyar képzőművészet legutóbbi 50 évét.
